Make a Pre-ETS Referral
Students who do not wish to apply to or go through the VR eligibility process may receive limited Pre-Employment Transition Services by having school personnel make a Pre-ETS Referral through the Student Transition Activities Record (STAR) portal.

All others, may use the Pre-ETS Referral Form to make a referral. The
Pre-ETS Referral Form collects information and signatures and identifies required disability documentation that is needed to process the referral. A Pre-ETS referral cannot move forward without the required information and signatures. The completed form and current disability documentation should be sent to your local VR office. To find the office nearest you, please use the VR Office Directory.
