Background Screening Information for Centers for Independent Living

Level 2 background screening requirements for certain employees, volunteers and contractors providing independent living services went into effect July 1, 2013.

The Independent Living Program has prepared resources to assist with implementation of the new requirements.

A key component of the new background screening requirement for VR, including the Centers for Independent Living (CILs), is the creation of the Background Screening Clearinghouse. The Clearinghouse is currently under development by the Agency for Healthcare Administration. Vocational Rehabilitation is statutorily required to participate in the Clearinghouse when it becomes available. Further information on the Clearinghouse is provided in the documents below, and more will be provided as it is created. VR anticipates that the Clearinghouse will be operational by July 1, 2013.

In order to assist with planning for implementation of the requirements, the following resources are available. Please note that this information relates specifically to the provision of independent living services by Centers for Independent Living. Providers of other vocational rehabilitation services should refer to the information on the Vendor Applications page for more information.

BGS Attestation and Instructions for CILs
Some individuals affiliated with the CILs have already undergone a Level 2 background screening. If, by using the “Process for Individuals who Need to be Screened Flowchart,” a CIL determines that the prior screening meets certain requirements, this attestation and supporting documentation can be submitted on that individual’s behalf to satisfy the new requirements.

The state and federal security requirements for electronic communication about criminal background information are extremely strict, and the consequences for violations are potentially very severe. To protect the CILs and VR from potential violations of these requirements, information will be accepted only via fax or mail/delivery service.
